CivicEye™ is a citizen-centered public accountability initiative being developed to make government activity easier to document, preserve, connect, and understand.

Public information already exists everywhere—meeting records, emails, contracts, spending, grants, property records, policies, public vehicles, development projects, environmental records, photographs, video, and thousands of pages produced through open-records requests.

The problem is that the information is often scattered across different agencies, systems, websites, archives, and filing cabinets.

CivicEye™ is being designed to connect the record.

The long-term vision is an integrated accountability platform where records and observations can be organized around the people, places, projects, decisions, and public money they relate to.

Planned capabilities include:

• Geographic and timeline-based documentation
• Evidence preservation and source tracking
• Public dashboards that make complex government activity easier to follow
• Tools for connecting records that may otherwise remain isolated

The goal is not to tell people what to believe.

The goal is to give people enough of the record to examine government for themselves.

Flock the Flockers™ is CivicEye’s first proposed field initiative: a lawful, citizen-centered documentation network designed to increase transparency around publicly observable government activity.

The concept combines responsible observation, public information, records preservation, and technology to create a more durable public record of how government operates in the community.

It is not about following private citizens.

It is about making public power more observable.
