It means learning your community from the ground up—its history, government, departments, officials, budgets, projects, infrastructure, institutions, records, and the decisions that connect them across time.

Mr. Warner Robins™ was built as the first working model of a broader approach to local civic accountability. That model is designed to be taught and reproduced by independent people in other communities without creating a franchise, financial pyramid, or centralized chain of command.

Affiliates own and operate their own organizations. They fund their own work, choose their own investigations, maintain their own records, and reach their own conclusions. What connects the network is not control.

It is the method.

Prospective affiliates learn how to build the underlying civic-accountability architecture, complete a period of candidacy demonstrating the standards in practice, and may then be recognized as an independent affiliated node.

There are no franchise fees, royalties, or required payments to Mr. Warner Robins™. Training is intended to be provided without cost whenever resources permit. The purpose isn't to build an organization underneath Warner Robins.

It is to help independent watchdogs build organizations of their own.
